On 13 February 1996, the separation authority waived further rehabilitative efforts and directed that the applicant be discharged with a characterization of service of general, under honorable conditions. The Board found that the applicant’s faithful and honorable service, to include his awards and decorations, and record of promotions, outweighed the discrediting entries in his service record.
